This Guidelines are a testament to the legitimacy and importance of consumer associations – and the consumer movement, more broadly – as an element of democratic societies and fair market economies.
This Guidelines aim at assisting AMS in setting up or strengthening national ODR systems, in accordance with their respective national policy, legal and institutional frameworks, as well as degree of readiness. As a soft law instrument, they do not confer any legally binding obligation upon AMS.
