Commission for Examination of Halal Products in Cambodia

The Commission for Examination of Halal Products in Cambodia, which is abbreviated to CEHP, was established on the 4th of November, 2016, by the Governmental Decision No. 122 S.S.R dated the 4th of November, 2016. The commission is led by the Minister of Commerce as Chairman, with Vice-Chairmen and other representative members from relevant ministries/institutions involved as necessary, including representative from the Highest Council for Islamic Religious Affairs of Cambodia.

Pursuant to Sub-Decree No. 160 on the Organization and Functioning of the Commission for Examination of Halal Products in Cambodia, CEHP shall have the following functions and duties:

  • To conduct research, prepare and compile all documents for drafting laws or regulations on Halal in Cambodia and to follow up work in progress related to Halal affairs;
  • To systemize the management of Halal products in Cambodia, especially the examination of Halal products for supplying local markets and promoting exports, as well as for protecting the Cambodian Halal label;
  • To approve the certification of Halal products in Cambodia;
  • To act as a coordinator in building partnerships with the public and private sectors;
  • To advise the government on all issues related to the development of Halal products in Cambodia;
  • To research and develop the whole Halal production chain;
  • To attract foreign assistance for supporting Halal products in Cambodia;
  • To act as the information center and consultant to investors intending to develop Halal products in the Kingdom of Cambodia;
  • To examine and monitor all projects related Halal products in Cambodia;
  • To attend national and international meetings and conferences on the development of Halal products in the world;
  • To prepare reports for and to advise the government regularly about any updates and progress of Halal products in Cambodia as well as foreign market information;
  • To act as the coordinator in all work related to Halal affairs in Cambodia; and
  • To perform other relevant work as assigned by the Government.

The Commission for Examination of Halal Products in Cambodia (CEHP) shall hold at least two ordinary meetings per year. If deemed necessary, the Commission for Examination of Halal Products in Cambodia may call for extraordinary meetings. The Commission for Examination of Halal Products in Cambodia (CEHP) has Halal Cambodia  as the assistance agency on technical matters and Islamic religious rules for Halal affairs in order to examine technical standards and to monitor the provision of services, the production, and the packaging of Halal products in Cambodia for providing Halal certification and labelling with the approval from the Minister of Commerce, who is acting as the Chairman of CEHP.
