The Department of Halal is a new department established on the 16th March, 2020, by Sub-Decree No. 38 ANKr. BK on the Organization and Functioning of the Ministry of Commerce. The Department of Halal is under the General Department of Consumer Protection, Competition and Fraud Repression (CCF) of the Ministry of Commerce.
The Department of Halal shall have the following duties:
Collaborate on research, preparation and development of policies and strategic plan on protection, provision of services, production and packaging entitled to Halal certification and labelling;
Participate in preparing the registration of Halal products and implementing certification tasks;
Investigate and request legal measures against any violation of assessment criteria on technical standards, Halal certification and incorrect uses of the Halal label – either inappropriate use or usage on expired on products and services;
Participate in researching and communicating with institutions and communities related to Halal;
Participate in the movement to support and promote awareness about Halal to stakeholders;
Act as a secretariat of the Commission for Examination of Halal Products in Cambodia;
Prepare annual action plans and budget plans of the Department;
Manage and organize administrative work, staffing, and inventories of the department; and
Perform other relevant duties as assigned by the general department.
The Department of Halal has 5 subordinate offices as follows:
The Office for Provision of Information and Communication;
The Office for Education and Raising Awareness;
The Office for Registration and Certification;
The Office for Investigation of Halal Products and Food Services; and
The Office for Investigation of Halal Products and Non-Food Services.
The Department of Halal participated with the Cambodia Halal technical working group to inspect and assess the technical standards of Cambodian Halal products 11 times at 37 companies across the capital and provinces in 2020.Activities regarding inspection and assessment of technical standards of Cambodian Halal products with the Cambodia Halal technical working group at various companies.
